Hulk is considered one of the most powerful and established characters in Marvel history. This character has completed his entire journey and has accomplished the defeats of overpowered beings stronger than him. Other characters haven’t accomplished what the Hulk has if we talk about his powers and development. That said, it looks like Marvel has been grossly disrespecting the Hulk and the Hulk fanbase.

During their fight scene Hulk is overpowered by his cousin, later he is directly carried by a Jeep and thrown into a rock. Even during their sparring session, Marvel made She-Hulk noticeably more powerful than Bruce Banner, even though she’s new to it. Sure Hulk fans and even Marvel fans in general are looking forward to Hulk playing a good role instead of being overpowered by other characters especially She-Hulk as she is still in her phase training.
The Hulk’s anger is the key factor in his strength
Hulk’s full strength and power is entirely dependent on his emotional state and mood, so it’s okay due to his nature. His defeat of Leviathan in The Avengers was possible simply because of the anger he carried to do so. Right before the fight with the Leviathan, he even admitted to the team that his control of the Hulk depended on him having stopped trying to control his anger. So technically he’s not nerfed. If we look at the comics, the Hulk’s original powers always depended on his anger and loss of control.
