Here are the MCU Phase 4 villains ranked so far. With the MCU’s Phase Four coming to an end with the next two properties coming She-Hulk and Black Panther: Wakanda Forever, Now is a great time to go back and rank the villains so far. For the sake of clarity, this list will not include any of the villains from the What if…? show though.
12. The Clandestines
The first entry on the MCU’s Phase 4 villain list, the short-lived villains of the Ms. Marvel show, they were introduced in episode three and dispatched by episode five, with no real threat or concern to the show’s cast.
11. General Dreykov & Taskmaster
The less said about this adaptation of Taskmaster, the better.
10. Arishem/Kro
The Eternals wasn’t met with much fanfare, and while it was beautiful to watch, the story, characters, and certainly villains were lacking. Many of you may even have to google exactly who Kro is, he’s so forgettable.
9. Karli Morgenthau
The villain with a relatable and understandable point of view is becoming something of an MCU staple, and while many understood Morgenthau’s motivations, his lack of character development throughout. The Falcon and the Winter Soldier will not make her a person who will be remembered for a long time.
8. Agatha Harkness
The somewhat wicked Wanda vision show, Agatha was not only great fun, but also quite a menacing prospect against the backdrop of a deteriorating Wanda, who herself was a villain to the people of Westview.

7. Arthur Harrow
The character who walks on glass and hates Khonshu managed to give Marc Spector / Steven Grant a run for their money in moon knight, and technically succeeded in his mission, if not for a timely intervention by Jake Lockley.
6. Swivel
A short passage in the Hawk Eye The show allowed Wilson Fisk to finally show off his power and plans in the MCU, to much wider effect than originally thought.
5. Wanda Maximoff
In the midst of a Scarlet Witch film search for reunion with her lost children from her show, Wanda ends up murdering civilians, heroes and more in Doctor Strange: Multiverse of Madness.
4. Green Goblin/Sandman/Electro/Doc Ock/The Lizard
Most of this roster placement is due to the green goblin, as in the multiversal jump Spider-Man: No Coming Homeevery time the Green Goblin is on screen, you can’t help but want to see more and more of it.
3. Gorr the Butcher God
The most recent entry in Phase 4, Gorr spends way too much Thor: Love and Thunder doing his worst off-screen deeds, but every time we see him, he’s nothing but a terrifying and another technically successful villain, if not for his own change of heart at the end.

2. The Mandarin
One of the best films of phase 4, Shang-Chi: The Legend of the Ten Rings finally presented a proper version of The Mandarin, between his grief for his lost wife and his fractured relationship with his children, The Mandarin is one of the most complete and enjoyable villains in the entire MCU, not just the phase 4.
1. Kang/The One Who Remains
Number one of the MCU’s Phase 4 villains, appearing in an episode of the Loki show, his mark left on the MCU as a whole cannot be understated. Going off of the current difficulties the MCU currently finds itself in, it’s hard to argue that Who Remains is the best so far.
