“Because disease spread is so significant across Colorado, all Coloradans who are 18 years of age and older are at high risk and qualify for a booster shot,” the Democratic governor said in his order.

“As you likely know, FDA is currently looking at the data for expanding boosters to all populations,” Walensky said.

Vaccinations have been highlighted by Polis as a key weapon in combating the new increase, which officials fear may exceed the state’s hospital capacity by the end of the year. He’s also expressed dissatisfaction with the federal government’s approval and distribution of vaccines in the past.

“The Governor has been disappointed with the overly complex message from the CDC and the FDA on boosters and won’t allow that to harm Coloradans who want the additional protection,” Polis spokesman Conor Cahill said Thursday. “The Governor is confident that this clarification is well within the guidelines of the CDC and FDA.”

Boosters for all adults were originally planned by the Biden administration, but FDA scientific advisors rejected increased Pfizer doses for everyone in September. The panel did not believe that young, healthy people needed another dose and instead suggested boosters for specific categories.

Vaccine providers can now provide booster doses to everyone who received the Pfizer or Moderna double-dose immunizations at least six months ago, thanks to Polis’ decision. People who received the Johnson & Johnson single-dose vaccination, which hasn’t proven to be as effective as its competitors, are eligible for a booster at least two months later. Anyone eligible for a booster immunization does not have to have the same vaccine as their original vaccination and can instead get a vaccine from a different company.

Colorado has 1,426 COVID-19 patients in hospitals, with State Epidemiologist Dr. Rachel Herlihy predicting that by January 1, the state might have 2,258 COVID-19 hospitalizations, a new high for the pandemic.

In his order, Polis stated that there are 623 accessible hospital beds, and he has frequently stated that the unvaccinated—28 percent of state citizens, according to official data—account for 80 percent of those admitted. Many of the remaining patients are immunocompromised or older people who are more susceptible to the virus, according to officials.

“With an estimated 1 in 67 Coloradans infected, nearly all Coloradans are likely exposed to COVID-19 where they live or work,” the governor said in his order. “I declare the entire State of Colorado high risk for exposure or transmission of COVID19 and therefore eligible for the safe and highly effective COVID-19 booster shot.”

That indicates that out of every 100 people tested during that period, approximately ten were positive. As of Nov. 20, 2011, the greatest seven-day positive rate was 11.21 percent. During the pandemic, more than 700,000 Colorado residents were known to have been infected, with 8,814 people dying.
