Shiffer allegedly attempted to enter the FBI’s field office screening area in Cincinnati around 9 a.m. Thursday, officials said. He was seen carrying an AR-15 rifle and a nail gun while also wearing a bulletproof vest.

Then, driving a Ford Crown Victoria, he took off towards Interstate 71. The State Highway Patrol says shots were fired from his car, and he was being chased on 1-71 before descend onto State Route 73 and stop at Smith Road, where he engaged police in gunfire.

Officials used non-lethal tactics to try to deter Shiffer and negotiate with him during the ensuing six-hour standoff. He nevertheless resisted and was finally killed around 3:45 p.m.

According to reports, Clinton County Emergency Management issued a lockdown order for all buildings within a mile of the scene and ordered all occupants to stay indoors.

Ricky Walter Shiffer received two tickets in Franklin County, Ohio in 2013: one for speeding and the other for failing to obey a stop sign.

Citations from there placed it at the 500 block of Chilcote Avenue in the University District and at the 700 block of Sullivant Avenue in Franklinton.
