It was initially said that David Zaslav, CEO of Warner Bros. Discovery actually wanted Kevin Feige to move from Marvel to DC, but that decision was quickly changed with the Peacemaker director taking office.
James Gunn wants to focus on Superman more than Black Adam
David Zaslav had been extremely open about wanting a properly structured plan for the franchise to compete against the competition due to the recent criticism DC movies have received. Dwayne Johnson, while promoting black adam said he wanted to see a Justice Society of America vs. Justice League draft, or focus more on Black Adam vs. Justice League. He wanted these projects to be part of the DCU one day.
There had also been a rumor of a draft with Justice League vs. Suicide Squad vs. Justice Society of America taking place as well. However, this still seems to be an idea in the making. Dwayne Johnson is also responsible for bringing Henry Cavill back to the franchise, and on the face of it, he may have seen his character become the focus of the DCU.
Gunn’s primary focus, since his position as CEO became official, has shifted more toward a Suicide Squad vs. Justice League storyline.

James Gunn’s ideas changing the course of the DCU
James Gunn’s idea for the project appears to involve Amanda Waller’s character facing trial for her actions. She formed the Suicide Squad by rounding up criminals and then using them as enduring means to achieve her ends.
The Suicide Squad is a gang that forces villains to work for the government, while James Gunn planned to bring in the Secret Six, a group of villains who only serve their own interests in DC Comics. His original concept was for this tale to take place on a smaller scale, but, now that he’s in charge of DC, Gunn can take things up a notch. Rumor has it that he was still considering the idea, but it was revealed that the plot will now be all-encompassing and span many projects.

James Gunn wants an expanded role for Amanda Waller
James Gunn reportedly intends to magnify the role of Viola Davis’ character and turn her into the big baddie of the DCU, somewhat similar to what Thanos was for the MCU. While Dwayne Johnson and the producer both had similar ideas, they both go in different directions, with Johnson wanting the focus to be on Black Adam and Gunn wanting to focus on Superman and the Justice League as well as his Suicide Squad.
